The network-based economy has promoted the development of China's communications industry. Nowadays, China's communications industry has played an important role in the world wide economy. Communication service and network technology are now in a new age that contributes a lot to residents'daily lives due to the global economy. With the greater depth of competition,the telecom industry in China has been faced with a dilemma of declining revenue despite the still increasing subscriber group.To improve this situation,the major telecom operators tried to change their operation strategic.Obviously they are constantly bringing forth new offers of value-added services based on the traditional services . The demand of network communication reengineering is more urgently than ever before, so assessment to the project feasibility is becoming a critical issue.Several important experiences have been collected through the analysis among the current situation of communication network, and a model of scientific comprehensive normative assessment of the item feasibility is made with the combination of AHP and fuzzy mathematical theory. This model is aimed to provide an objective basis for the investment decision making from a relatively complete evaluation system. Combined qualitative analysis in both program and financial management theory with the experiences, the model is used to guide the feasibility study of the BPR of China Unicom general value-added service.The analysis of the case shows that the comprehensive feasibility evaluation model can overcome the influence of subjectivity, the lack of quantitative analysis and other disadvantages. In additional, the form of results can provide more information than any other analytical methods. Thus, the comprehensive feasibility evaluation model has general applicability in the engineering projects of communications industry.
