As a administrative skill, feasibility research applies to such a great deal of fields as project, technological transformation, new product development, subject research, etc. It starts with all such respects as market demand, resource supply, construction scale, craft route, selecting type of the equipment, environmental impact, capital collection, profit ability, etc., makes investigations, analyzes and compares from such respects as technology, economy, project, etc., proves the economic benefits of the project scheme. Its purpose lies in reducing or preventing the investment decision fault of construction project and raising the comprehensive result invested. Therefore, it has very important meanings to the whole project construction and even the whole national economy.Feasibility research was introduced in the 1930s. It was designed to develop the basin of Tennessee in U.S.A. It has played an enormous role for development of the basin of Tennessee and comprehensive utilization. Substantiating and perfecting constantly later, feasibility research applied to other fields extensively. Up to now, feasibility research has formed a whole set of scientific research approaches of system progressively. It has especially formed the intact research system in the fields of project, technological transformation etc., and a unified feasibility research report works out the norm.At information age, all kinds of new and high technology projects, risky projects are emerging constantly. Up till now, there has not formed a unified studying normal form to the feasibility research of risky projects, and there is no special theoretical system guidance. It is a difficult problem for us to carry on feasible analysis to this kind of project. On the basis of feasibility research system of the traditional project, this dissertation sets about from the characteristic of the risky projects, and proposes the analyzing frame in risky project feasibility and the evaluation systems of the risky project feasible degree in order to offer an original version that can be consulted on studying this kind of project in the future.The thesis is divided into two parts of a theory page and real example page altogether. The theory page carries on the theory survey in risky project feasibility research. Chapter One introduces some basic knowledge of feasibility research briefly, reviewing the analysis system and standard normal form of feasibility research in traditional project. Chapter Two proposes an analyzing frame in risky project feasibility on the basis of feasibility research system of thetraditional project. This frame analyzes in an all-round way to the feasibility of the project from four angles of market, technology, organization and financial affairs. Every angle is divided into four parts and described respectively. There are 16 modules altogether. Then the evaluation system of the risky project feasible degree has been proposed. Adopting the fuzzy comprehensive evaluation assessment, it assesses 16 modules in the feasibility research frame of the risky project, thus draw the feasible degree of project.
