Based On Time Guangxi Telecom Precise Management Control Study

With the completion of telecom reorganization and the license of 3G issued by the Chinese government, China Telecom has already come into a new era for full telecom services and now the current task of China Telecom is to comprehensively promote enterprise transformation and accurate management for the goal of information innovation strategy of focusing customers.The new situation and tasks come with new topics for Guangxi Telecom.We think the enterprise management is an eternal subject. Guangxi Telecom,according to the present status of the external situation and internal management,has made the working requirements and measures sucu as the market differentiation and management standardization as well as the related regulations and internal management systems in order to enhance the core competitiveness of enterprises.The research in the article comes from practice with theory,first for the deep-seated problems and contradictions in the development of Guangxi Telecom, and then the internal management measures of time and efficiency control which have gone through the useful attempt. Any important work and major projects of Guangxi Telecom must be controlled according to the three factors of"responsibility control","time limit control"and"budget control",and then based on the time and efficiency control,deeply study how to set up the accurate management system of Guangxi Telecom for the full telecom services. The new idea point in this paper is that, with the combination of China Telecom'saccurate management concept and Guangxi Telecom's reality, Guangxi Telecom has its own time and efficiency control which has got a very good economic result and also a fine social repercussions after practice,therefore we think the construction of Guangxi Telecom's accurate management system is based on effective value, systematic operation and accurate management.From this point, the accurate management system is really to be with referential and promotive value for other enterprises.This article is consisted of four chapters. The first chapter is the introduction on the background, the main contents and the research method. The second one is about the analysis of the management status of Guangxi Telecom, current situation and internal management as well as its necessity,importance and urgency. The third part is the overview of the accurate management and the time and efficiency control as well as its contents of"three factors". status of Guangxi Telecom document management especially for the minds, operation problem,The fourth one is about the general ideas, architecture and requirement of the accurate management as well as the details for the implementation. The conclusion and prospect about the accurate management will be described in the last part.The conclusion comes that the management must adapt to the situation including solution to the problem, improving efficiency and management and network characteristics as well as requirements. The corporate management of China Telecom must be with reality, from the intangible to tangible, from concept to the means, from theory to practice and then from practice to theory, it must be in operability and for the solution to the deep problems in order to promote the sustained and healthy development of enterprises.
