Currently The Supply Of Public Goods In Rural Areas And Countermeasures - Taking Shanxi Province As An Example

Building a new socialist countryside is a major task of China's economic development. The issue of"farmers, villages and agricultures", which caused widespread concern in the community, is becoming a growing problem. The supply of rural public goods possesses a special and important significance on resolving the problem of"farmers, villages and agricultures". However, the current situation of rural public goods supply with many disadvantages is not optimistic. At this point, carrying on a study of the supply of public goods in rural areas has an urgent and unique practical significance.In the first place of this paper, the author integrates the theories of rural public goods and explains the concept, classification and basic characteristics of public goods in rural areas. And of the structure of rural public goods supply analyzes the subject, the object, the ways and the principles of the supply of public goods. In the process of anglicizing the main structure of the supply of rural public goods, the author recommends establishing a main structure of supply named"one base, three subsidiaries, four in one", in which the governmental supply is fundamental, and the enterprises, rural communities, the combination of non-profit organization should be linked.Then, the author analyses the specific circumstances of public goods in rural areas of Shanxi Province. In this process the author divides the rural public goods into four categories: infrastructure, public education model, health-based, social security-type. The author makes large amounts of data study of the current situation of public goods in rural areas. On the base of the study'conclusion, the author finds out the problems of the supply of rural public goods in Shanxi Province: the insufficiency of total supply, some excess, structural imbalance, the simplex subject and the fair loss. And draws the causes as: insufficient capital investment, the confusion of main supply responsibilities, imbalance of decision organization, and the inadequate of legal mechanisms. Finally, taking the Agriculture funds, which is the key element, as the main line, the author raises some countermeasures and suggestions about the source of funds, users and beneficiaries of funds, the way of funds using, and the management and oversight mechanisms in the process of funds using: Firstly, the government should develop the diversified funds raising channels and increase the financial investment in the rural public products; Secondly, the regional economy should be developed and the grass-roots government's capacity of supply public goods in rural areas should be strengthened; Thirdly, the diversification of supply subjects of rural public goods should be created and improved; Fourthly, the democratically supply of rural public goods, which taking the demands as the direction, should be promoted; Fifthly, the management system of rural public goods should be strengthened; Sixthly, the effective supervisor mechanisms in rural public goods supply process should be established.
