"Home ownership" is not only the most basic rights which the citizens have to enjoy, but also is the foundation and prerequisite to keep stable, healthy and rapid development of the society and the cities. Due to various causes that the low-income people cannot rely on their own ability to solve the housing problem in that mercantile residences environment, housing problem is not only an economic issue, but a social problem. In order to solve the housing problems of low-income people, governments have based on their particular circumstances to formulate the corresponding protective housing policies and regulations and actually solve a lot of low-income housing problems. However, these protective housing policies and regulations carry out basically under the premise of the city business ideas, differential effects of urban land and housing filtering implemented, which undoubtedly increased its own living space and residential segregation among the various levels due to different social values and cultural values, and changed the original market-oriented, slow the border to live less clear-cut differentiation into a kind of certain rigidity, rapid, and very clear boundaries of space segment. Slums and other tracks are relatively concentrated in there, and the low-income people have gradually been marginalized in the out of the city social mainstream activities and economic activities, and as also become a hidden danger of social and urban development.This article describes protective housing's achievements and problems since China's housing reform, analyze the residential differentiation of China's urban residents, then dissect the social causes of the residential differentiation from income differences, The government's urban planning-oriented , diversification of commodity housing market supply and specific social and historical reasons etc.Urban residential spatial differentiation result directly the accumulation and relative isolation of social space. Although residential differentiation have some extent to effectiveness of social incentives, it contains a lot of negative social risks, such as poverty, unemployment, heavy reliance on welfare policy, and the rising of crime rates that exist in communities inhabited by low-income groups. The author discussed the negative social externality effects that caused by the differentiation of living from aggravating the inequitable distribution of resources, increasing social control costs, reducing the overall harmony of the community and city level and other levels .Mixed live has a profound significance. It not only promote the middle class, which reflects the fair distribution of social resources, improve the efficient use of public service facilities, extense governmental responsibilities, and also can enhance the protection of people's own social activities and economic mobility, and can increase the profits of project development . The biggest advantage of mixed residential mode in China is that urban residential differentiation and spatial segregation is not fully formed, and because of special social and historical basis for the formation of the various segments of the population used to the custom of mixing, while the Western countries·residential segregation do not exist in China,and National Real Estate has brought regulation and control policy to promote mixed housing development opportunities.This article analyzes the operation mode of the mixed residential,and give the operation strategy. I propose the"Large mixed in small communities"decentralized model and the combination development mode of public housing and commercial housing .The funds sourses come from the government expenditure, Improving the business regulatory regime for payment of provident fund, developing policies to encourage enterprises and social institutions funded and issuing special protective housing lottery etc., and then give the suggestions about the Location and scale, diversity of residential design and providing certain communication platform between classes within the community.Residential segregation in our country could now be seen currently. How to prevent it from intensifying is a very important social task. Promoting the mixed settlement patterns appropriate differentiation of China's actual conditions need for the co-ordination of economic, political, cultural, legal, etc. Sectors' joint as well as the active participation of broad masses of people. Presently, China's housing market is taking shape and development process. The diverse patterns of living has not yet fully formed and a variety of defects not yet fully revealed. We can seize the opportunity of the transition process and scientifically planning for urban development, formulation of policies favorable mix housing development policies and guiding laws and regulations. So we can reduce unnecessary costs of social management and governance, reduce the socioeconomic burden, too. All these have positive and practical significance to establishing good community relations, integrate of all sectors of society and promote the harmonious development of society.
