| On the Third Plenary Session of the Party's 17th, speeding up to form a new integrational pattern of urban-rural economic and social development was as a fundamental requirement, and proposed the time of establishing institutional mechanisms of urban-rural integration economic and social development. It clearly states:"By 2020, one of the basic objective of the rural reform and development is the basic establishment of urban-rural integrational institutional mechanisms."Furthermore, the basic mechanism's key point for the establishment of urban-rural integration is the urban-rural public goods'equalization. At this stage, as the urban-rural division's pattern has not changed, and urban bias-based supply of urban-rural non-balanced system has led to the supply of public goods of non-equal, resulting in: China's urban and rural people sharing the fruits of the reform and development have a large difference in both opportunities'and results'perspective. Actively promoting the achievement of the urban-rural public goods'equalization is of great and profound practical significance. It will reduce the gap of the regional and urban-rural development, promote the urban-rural integration, improve social equity and justice, and maintain social harmony and stability, in order to ensure that all chinese people can share the fruits of reform and development.In this paper, writer concluded literatures related the issue of urban-rural integration in the equalization of urban-rural public goods perspective; through the comparative analysis of the status quo of public goods supply in urban and rural areas, concerned about the phenomenon of non-equalization on the supply of public goods in urban and rural areas, and analysed the reasons of non-equalization. What's more, learning from foreign experiences in the urban-rural integration, writer put forward some measures about urban-rural integration oriented toward urban-rural public goods equalization. |
