Study On Equalization Of Public Service In The Context Of Integration Of Urban Rural Area

In the Third Plenary Session of the 17th CPC Central Committee, it was made clear that the Chinese government would balance development between urban and rural areas, break the urban-rural dual structure to realize social and Economic Integration. One of the missions is that in 2020 equalization of public services between urban and rural areas will be realized. With the development of national economy, the gap between some urban and rural areas has been narrowed, and integration has been achieved with respect to economy, demography, and industry structure. In this context, the study on equalization of basic public services in these areas will be of critical importance for the urbanization of China.Theoretically, this paper start from the meaning of equalization of basic public services, discusses different ideas hold by the scholars in the academic sector, and put forward our opinion that pubic services would fall into three categories: maintenance pubic service, economic pubic service, and social pubic service. Basic pubic service is only a facet of social pubic service, and it comprises basic education, pubic health, and social security. And then from the analysis of demand and supply of pubic services, the influential factors about the demand of public service, together with the classification of the suppliers are discussed. At last, this paper deals with the development of the concept of"equalization of basic public services"in China, the relationship between integration of urban and rural areas and equalization of public services, and the necessity and possibility of the realization of equalization of basic public services in China.Practically, this paper takes Beijing as an example, analyzes the integration level of urban and rural areas in Beijing, and the conclusions are that Beijing is economically powerful, the gap between urban and rural area is small, demographic and industrial structures is sound, and it has realized balanced development between urban and rural areas. Also, with the development of the last few decades, the basic public service has been improved. From three aspects such as basic education, pubic health, and social security, this paper addresses the development, progress and problems of these three basic public services in Beijing. At last, based on these analyses, suggestions, both macro-policies and micro-measures, about how to facilitate the equalization of public services in Beijing are put forward.
