As an emerging industry in China, decoration industry has been increasing at an annual rate of more than 10 percents in the past few years. The upholsterers in this industry contains marketing personnel,designers,builders and others, in which has a rising fluidity because of the low barriers to the entrance. Within the industry, the needs for employees in different sectors are much more specialized, as a result, the construction and integration of different departments becoming the foundation of the development of enterprise. Based on reviews of literature and empirical researches, the view that building the learning organization is an effective way to establish the foundation of the development of enterprise is proposed. In this way, enterprise can accumulate its learning ability; develop core competence and enhance the competitive advantages.The paper provides a light on how to build a learning organization. Based on the theoretical researches on this subject, a case study of J Decoration Company is provided in this paper.First, the contents of building a learning organization are introduced. The core active in the learning organization is team learning, teaching body the organization itself, the manner of management self-management, and the goal pursuing continuous development. Two basic hypotheses are proposed in the paper, one is the integration of learning and work, and the other is to study the contents of learning organization from new concepts of work and life.Second, by SWOT and FIVE-FORCE MODEL method, the condition of J Decoration Company is analyzed. Considered the advantages,weaknesses,opportunities and threatens, the business strategy and corporation strategy of J Decoration Company are systematically proposed. Then the view that building learning organization is the basic strategy to attain core competitive competence is concluded.Third, the three levels of the basic works for J Decoration Company to build learning organization are discussed, first is the demand for top managers, second managers of department, and third team workers. Since building learning organization is a systemic engineering, unite consciousness should be formed in order to conquer the barriers to build a learning organization. Fourth, the measures to apply a learning organization are proposed, which from the aspects of common vision, team learning, optimizing organization structure and cultivating learning culture. The suggestion that "learning by doing" can accumulate the knowledge of the organization and spirit up the following learning.Finally, the performance of building learning organization of J Decoration Company is evaluated, from economic effectiveness and social effectiveness respectively.
