China’s household electrical appliance industry has made rapid development with stimulus of rigid demand brought by the "urbanization" process and public policies. The policies include encouraging exports policy, accelerating country home appliances to countryside policy, energy saving subsidies and trade-in allowance policy (old-for-new service), etc. At the same time, problems originated in the manufacturing enterprises of household appliance manufacturing enterprises are rising. The problems include insufficient technology accumulation, lack of scientific research and innovation ability, etc. They are affecting the healthy development of the industry more and more seriously. In order to avoid homogenization competition, which leads to impact on sustainable development of the industry, to better meet the consumer upgraded new demands, to adapt to competition from the international market environment, China’s household electrical appliance enterprises need to enhance the independent research and development innovation ability as soon as possible.Qingdao HI Company is a state-owned and large scale home appliances manufacturing enterprise. It urgently needs to improve R&D ability for long-term stable and healthy development of enterprises. It needs to build the core competitiveness of enterprise in respond to increasingly fierce competition at home and abroad markets, never-ending changes and improvement of technology and the fast changing market demands.On the basis of domestic and foreign competition situation and market environment faced by HI Company, this paper points out the necessity and urgency of constructing learning organization in the R&D team. In the age of opportunities and challenges, R&D team has to adjust to seize the opportunities and meet the challenges. R&D team has to keep learning as some successful experiences may not work at new circumstances.The company’s R&D team has many problems, key issues include:R&D team do not have core technologies, which are controlled by chip provider or solution provider, going against differential competition; R&D team cannot learn new technologies and apply to products quickly, and cannot catch up rapidly developing technology and satisfy fast changing user demands; R&D capability is weak and efficiency is low, unable to meet the domestic rapid introduction of new product requirements, and to cope with challenges from international counterparts.Based on deep analysis of HI Company R&D team’s problems, by investigating learning organization theory and summarizing domestic and foreign practices, studies and researches, using analysis method of combination of theory and practice, this paper explores solution of building learning organization. It puts forward detailed action plan combined with actual situation and needs of HI Company. The program includes:to establish the flattening organization structure, increase organizational flexibility, better able to adapt to the development of the market changes and technologies; to establish decentralized decision-making mechanism, experts of related technical field can be involved for both technical discussion and overall critical discussion; to establish the correct values, build enterprise culture of respect for knowledge, establish technical career development plan; to improve organization internal communication efficiency, focus on resolving communication problem between internal departments, between departments, staff and leadership, R&D team and market; to encourage knowledge sharing, establish knowledge sharing platform, accelerate flow of knowledge in the organization through training, seminars, interest teams and other methods; to establish excitation mechanism to encourage innovation and tolerate failure due to innovation risk.Though re-construction of HI Company Research and Development team and establishing learning organization, enhance the enterprise’s ability of learning, enhance the ability to quickly learn new technologies, to reduce dependence on chip suppliers and solution providers, increase the competitiveness of products; establish benign cycle of learning activities, apply new technologies into products in short time by team learning; establish shared vision and efficient organizational structure, to support rapid development of frequent changes in product demands; construct open enterprise culture, learn from Internet Thinking, to cope with the challenges from home and abroad.
