The textile industry, which is belonging to the labor—intensive industry, has comparative advantage in China. After entered into WTO in 2001, the export of China's textile industry increased significantly, with the benefit of the quota removal stipulated by the Agreement on Textile and Apparel. From 2002 to 2004, its average growth rate per year reached to 21.3%. In the first 7months of 2005, it reached to 21.4%. The U.S. market is very important to China's export. In the same period, U.S. import from China also increased 22.2% and 55.2% respectively.What we have talked above doesn't mean that everything goes smoothly. From December 24, 2003 to November 1, 2005, the U.S. government has used the Textile — Specific Safeguard Measure to limit textile import from China. This measure is stipulated in 242 paragraph of China's Protocol of Accession to the WTO. It has badly affected China's textile industry, which had long been under the regulation of quota system and is lack of the experience to deal with trade affairs in WTO. Therefore, this essay aims to give our textile industry a correct thinking of U.S. trade barriers, and then give some suggestions about how to deal with it. I hope I could provide some useful materials, and could cite a big problem about the healthy development of our textile industry from this essay.This essay is divided into four sections. Section I is the foundation of the whole essay, which analyses the Textile — Specific Safeguard Measure itself. Through retrospecting the evolution, this section illustrates the essence of the measure, and points out its problems by combining the content.Section II turns to talk about the situation of the U.S.. It first introduces the Investigating Procedure stipulated by the U.S. government, and analyses its existing problems. Then, it introduces the specific cases cited, and analyses the shortcomings in the evidence of the "sock safeguard measure".Section III begins to think about the economic and political causes of the U.S.
