The Impact On Export And Countering Of China Under The Safeguard Measure In The Word Trade Organization

"Safeguard measure" is a critical exception rule and a trade remedy which is allowed to use in WTO,it is used as a "safety valve" to protect domestic industry in the trade liberalization.As the international trade is developing fast and violently,the trade rubs happened frequently in the whole world.Considering domestic's benefits in the international trade,as one of the three major trade remedies,the safeguard measure is used by the WTO member gradually and there is a tread of more and more frequently.So every country began to pay some attention to the safeguard measure generally,and came to engage in some academic research about it.In this paper,based on the theory of safeguard measure,started from the meaning and the features of it,then introduced the current situation of all the countries implemented the safeguard measure,and our country suffered them as well as special safeguards in the past decade, then analysis the reasons for these.According to the relevant statistics which based of the 2005-2007 Sino-EU,Sino-US textile agreement in some restricted goods,this article comprehensive used qualitative and quantitative analysis methods to study the effect of the implementation of measures,expounded the positive and the negative impact in goods export followed the safeguard measures:the Negative impact on exports is mainly reflected in the decline of the exports volume,lose of the corporate interests,the knock-on effects,and so on;but the positive impact is reflected in adjusting merchandise export market,optimizing the export commodity structure,and upgrading export price of the goods, and so on.Finally,on the basis of reducing the negative effects,easing the trade friction and keeping healthy growth in export,the article provided some corresponding countermeasures both in how to face the safeguard measure and use it correctly.
