Jinan High-tech Innovation Service Center Development Strategy

Originated since the 1950s in United States, Business Incubator's (BI) primary role is to foster new business growth and create new job opportunities, and revitalize local economies. In the whole world, it has been developed to more than 4,000 Bis at a fast growth pace, which has been welcome in more than 100 countries in six continents.BI is known as a business service centre in China. It mainly serves for technological innovation of the hi-tech enterprises; promoting high-tech achievements; developing science and technology enterprises and entrepreneurs. According to"2004 annual bulletin of China Torch Programmer", there are nearly 500 technology business incubators, including 98 national-level business centers in China. The total numbers of incubator in China is the second largest one in the world - only after the United States. The area of incubator is 19.373 million square meters; 31385 enterprises are currently incubating with realized total profit of 89.28 billion Yuan, 553,400 jobs, and paid taxes 44.25 billion. There are 9565 enterprises graduated, which generate the profit of 85.17 billion Yuan.Jinan Hi-Tech business incubator was established in November 1992, managed by Jinan High-tech District. It is the first national-level technology business incubators in Shandong Province. Based on synthetically functions of incubator, Jinan Pioneering Park for Overseas Chinese Scholars was founded in May 1999. With rapid progress in last 14 years, there are 522 enterprises have been incubated, 231 enterprises located in Jinan high-tech district, and many outstanding entrepreneurs and enterprises are fostered. It has made positive contributions in high-tech industrial development.With more than 20 years of reform, China keeps its economy growth steady and rapid. Meanwhile the further marketed economy and the integration with world economy after WTO make serious our innovation and entrepreneurship. In 2006, Jinan Hi-Tech District made a decision to cancel the following centers, including University Park, Environmental Park, Branch Trade City, Qilu Mechanical and Electrical Center, merged into Hi-Tech business incubator.
