Biomedical industry has attracted great attention from all over the world. TheChinese government supports the biomedical industry as a pillar industry bydevelopment policies and plans. Industry Cluster plays an irreplaceable role inpromoting development in the biomedical industry. Incubator has good training effecton the formation of industrial clusters, so it’s necessary to manage biomedicalincubator well for the development of bio-pharmaceutical industry.Firstly, this paper introduces related theory of industry cluster and incubator, andthen describes the relationship between incubator and industry cluster. Although thedevelopment of our incubators has made a lot of achievement, the incubators haveobvious problems in the development of industrial clusters. Incubator services are atsimple and low levels, how to solve the problem calls for study in depth.Biomedical SMEs(small and medium enterprises) in China have difficulties indeveloping process, such as capital, talent shortage, asymmetric information, poormarket access. Research institutes face the similar difficulties during the process fromresearch results into products. Our analysis shows that construction of biomedicalpublic service platform can have a positive effect to resolve these difficulties.The competitiveness of the biomedical incubator can be measured by the effectthat the effort that specific biomedical incubator can provided for biomedical industrycan provided. The competitive model for biomedical incubator is proposed based onthe value-chain theory. The model shows that the competitiveness of biomedicalincubator Y is determined by variable A(hatching results of the incubator), variableB(the incubator’s structure) and variable C (biomedical environmental resources andutilization of these resources), and Y is strictly monotone increasing function about A,B and C. Biomedical public service platform can improve the variable B and thevariable C. B and C, will also help enhance the performance of the incubator A,thismodel explains why the public service platform for biomedical enterprise will helpimprove competitiveness of the biomedical incubator.On the construction of public biomedical service platform,this paper introduce a design plan for the public service platform. The design presents details of buildingcontents, building programs, operation mechanism, and the validity of the design isanalyzed.Finally, we present two examples to explain practical needs of the construction ofbiomedical of public service platform. It has been a long time since ShanghaiZhangjiang Biomedical public platform begin its construction. The platform hasachieved remarkable results. Sichuan biomedical public service platform has juststarted construction, but service capabilities of Chengdu Tianhe Incubator Park are alsoimproved. Both of the two samples show that biomedical public service platform isvery helpful to incubator for solving the integration of resources, expanding the type ofservices, improving service level roles and enhancing its competitiveness.
