It is a precondition and core to design a performance management for building human resource management systems in enterprises. How to establish a scientific performance management system according to China's situation and enterprises' stratagem for our enterprises is an important problem. How to build an effective performance management, especially for competitive life insurance company, is the key to improve the competence and development for enterprises. Because of the complexity of performance management and correlating with enterprise management and enterprise culture, each enterprise have multifarious results in course of implementing it.This thesis began with the basic theory of performance management and elementary methods of performance evaluation. According to the method of SWOT analysis, started from the inner or outer environments and challenges of human resource management in China life insurance company , the strategic management was put in the performance management systems. Combined with the concrete conditions of China life insurance company TA branch, the current situations of performance management was analyzed. In particular, historical data of performance evaluation was analyzed by the means of quantitative analysis and pointed out the limitations of performance management in the company. According to objective management and position analysis, we designed detailedly the four basic flows of performance management. The methods and approaches for establishing the key performance indicators were introduced, and the qualitative indicators should be taken into KPI and evaluated by competence floor form. In general performance evaluations the competence evaluations were added for the stuff and we suggest that competence evaluation should be separated from performance evaluation to make sure that the stuff improves their abilities and skills the company needed.
