In recent years, high-tech enterprises are rapidly growing and playing more important role in society development. The key for an enterprise to get the leader position in market is to effectively attract and inspire employees. Therefore, how to establish and implement encourage is vital for the whole and continuing development of enterprises.The theme of this paper is how to motivate the positivity and creativity of employees by the salary for contributing to the continuing development of enterprises. In this paper, the theory research and reality are connected in the following structure:First chapter is aiming to bring questions. It focuses on the existing problems in employee motivation mechanism of high-tech enterprises, and then further to discuss the importance of talented person for enterprise competitive. How to keep the continuing development for high-tech enterprises is to motivate the positivity and creativity of employees, and make employee fit the development and growth strategies of high-tech enterprises.Second chapter focuses on the theory research. It concludes and reviews relevant motivation theory and researching results, and points out the limit of motivation theory in high-tech enterprise environment. It brings the concept of balance scorecard and how to use the concept in the business operation of high-tech enterprise, which paves the way for the motivated salary system.Third chapter focuses on reality. It takes H company, a high-tech enterprise in Zhongguancun area, as an example. According to the performance appraisal status and problems, based on general balance scorecard frame, this chapter builds up a new balance scorecard performance appraisal system, and contrasts with the original one.Fourth chapter makes a design for strategical salary according to balance scorecard performance appraisal, and builds up a performance salary calculation model based on the balance scorecard indicator appraisal to quantitate salary design. And then it concludes and analyzes the motivation role.Fifth chapter gives a conclusion to the whole paper and brings the assumption for further research in future.
