The development of knowledge-based economy has taken high-tech enterprises as foundation, and it depends on the abilities of knowledge workers including knowledge, technology, capacity and mentality. Nowadays, the high liquidity and loss of core employees in high-tech enterprises reveals the problems in the core employees' motivation. The core employees are rare resources of the enterprise, the turnover of the core employees would not only bring loss such as the cost of recruitment and re-training to the enterprise but also slowdown its growth. All of these facts has brought forward an exigent demand to the developing enterprises of our country—How to motivate the core employees in high-tech enterprises?This paper introduces the relevant motivation theory as the theory foundation of the study core employees' motivation first, then forwards the concepts and features of high-tech enterprise and core employees, and how to discover core employee, who is the core employee, the classifications and effects of core employee, the design how to motivate the core employees is based on that. Thirdly, the demand is a precondition of the encouragement. Only when there exist demands, can incentives be made possible. This paper has analyzed the demand elements and put forward the theoretical suggestions from salary incentive, achievement incentive, development incentive and working environment among the core knowledge-worker. Finally, On the base of theories, this paper designs a comprehensive and general system of motivation and takes a software company as an example with the purpose of supervising the practice.
