With the coming of economic globalization, information economy times and post-industrial times, enterprises with poor management in our country face greater concussion and challenge. Performance management, the core of human resources, has become one of the most important instruments for the corporations to get the competitive advantages. Scientific management performance evaluative system and the process has become a link connecting enterprise strategy and human resources. It has become a key to realize two validities of efficiency and benefit. It is very important to build a scientific assessment system on corporation performance to evaluate corporation's strategic object timely and accurately. Therefore, how to build an effective performance management system is one of the ten top puzzles. The balanced scorecard is popularly paid attention to as an effective instrument of strategic guide. The greatest challenge of using BSC is indexical setup, quantification and the coordination of strategies. How to localize this instrument is always a difficult problem within the field of theory and corporation of our country.This paper takes LL Corporation as an example, adopting both theoretical analysis and real operation and balanced scorecard to design LL Corporation's performance management system. First, it makes an overview on the relative theory of performance management and strategy map. Then, it makes a conclusion on what other scholars have made on balanced scorecard. And then it analyses the necessity and feasibility of LL's using balanced scorecard based on the evaluative analysis of its original performance. The focus of this paper is on the process of using balanced scorecard to design LL's performance management system. That is how to use BSC to decide the corporation's four facets of finance, customers, inner flow, study and development and Key Performance Indicator (KPI).This paper puts forward adopting BSC to design PMS model through studying LL's real design and using BSC. The author hopes to offer references for the corporations to choose, design and using BSC.
