The quality of product testing is closely related with the detection process, which is almost affected and restricted by various factors in the process of detection, and the processing of the test data should be the process of scientific analysis and comprehensive application.The test results determined to have a significant impact, and sometimes even result in completely the wrong detection data to detect any mishap. Not only cause loss to the customer, but also reflects the control of the quality management work of testing agencies, may ultimately affect the trust problem of the whole society on the detection mechanism. So how to ensure the quality of detection is placed in front of one of the most important affairs to detection mechanism.Detection of quality to be fully guaranteed, detection data accord with certain science, including consistency of detection data, ratio and reliability, the data processing is to ensure compliance with fair and objective moral principles. Only in this way can we truly reflect the overall quality management and testing technology level of the testing organizations.At the same time, we should also realize that the quality of the guarantee of test results is not a simple department or a quality control can be realized, it is a complex system of work. Testing quality assurance is not only related to the level of scientific management of testing institutions but also related to its ability to detect the size of the technology. In the final analysis, testing for quality assurance of essence is scientific management of laboratory and specific detection skills combined, generally by the quality control and quality evaluation is composed of two parts, the purpose is to ensure sustained and stable detection results of accuracy and quality assurance ability. The quality assurance theory itself has already formed a certain system, in the enterprise production, industrial engineering and testing service industry and so on to get a large number of applications, so in practice has also been continuously developed and improved.In this paper, based on the practical test of the laboratory of BAONENG corporation, based on the main ideas and theories of total quality management, using PDCA circulation, fishbone diagram and other quality management analysis methods and tools, find out the key factors affecting the quality of detection. On the basis of the existing laboratory accreditation standards, the quality management system based on the laboratory quality management system is established, and the research measures to improve the quality management are explored. The main contents are as follows:First, this paper discusses the background and significance of the research, and introduces the contents and methods of the research, The development process of quality management is introduced briefly. Carding the main theoretical ideas of total quality management as well as the international general Standard <General requirements for testing and calibration laboratory capacity> ISO/IEC17025:2005.Two is a brief introduction to the BAONENG company and its laboratory, focus on the status quo of the laboratory quality management, analysis of the main problems, to improve the direction.Three is the application of total quality management of the main ideas and theories to solve many problems about the quality management of the BAONENG company laboratory. Some of them are not lack of methods.Four is the treasure to evaluate implementation guarantee and improve the quality of management, laboratory results, in order to ensure the effectiveness and evaluation measures, also follow the PDCA method of comprehensive quality management theory.In this study, we hope to improve the theory and practice of testing quality assurance ability, and can be used for reference to the domestic testing institutions. To improve the quality management capability in common expectation, perfect quality assurance system, to provide reliable security products testing services for China’s economic construction in the new period.
