The land acquisition is a procession that when a nation needs using collective land for construction, the land will be expropriated and then belongs to the nation for the need of public interests of society. The former possessor and user of the land can get some compensation from the government according to the law. In recent years, with the acceleration of the urbanization process and industrialization process, the large amount of collective land turns into the construction land from expropriation. The land expropriation system has got positive effect in the field of defending social equity, defending rights and interests of peasant, family and collective, promoting economic growth. But the land expropriation system, which was developed under the planned economy, has exhibited many disadvantages gradually in the market economy.The land acquisition is a systematic project. It is related to national economic development and the peasants' interests. Our country has a lot of agricultural population, the issues of agriculture and countryside and peasant is the first problem in economic growth all the time. But the core problem in "three agriculture problem " is a land problem. The reformation on land expropriation system and the arrangement for peasants will be able to promoting the agriculture development, to increase the peasant collection, to stabling the rural area, and will promote the urbanization process at the same time. So it is duty for the government to deploy land resources rationally and to defend peasants' interests. For this purpose, this thesis will mainly study which role the government should act as in the process of land acquisition, and what responsibility the government should undertake.
