Construction Project Tender Bidding Process Problems And Countermeasures

With the establishment and improvement of socialist market economic system in our country, and the gradual establishment and development of the basic system in construction field, such as: owner responsibility system, project bidding system, project supervising mechanism, the contract management system, risk management system, ect, the behavior of the construction market subject is more standardized and law-based and international, and the status and role of building project bidding system and contract management in the operation of enterprise and project management are becoming more prominent and important.Building project bidding is a part of construction project bidding, and in order to establish socialist market economy system, building project bidding and other industries bidding gradually were applied and developed in China. As a most competitive procurement method, bidding is continually go into all aspects of social life, which not only has an effect on the macro economic, but also on the micro individual acts.Building project bidding and management system of both international and domestic were analyzed in this paper, and reference significance of foreign bidding system was given. By comparing internal systems with the advanced state's systems, the problems which exist in our biding systems were advanced, and the corresponding methods to improve were proposed.(1) Firstly, the way and procedure of building project bidding were introduced, and the current methods of bid were discussed.(2) Bidding system and method of advanced countries was introduced.(3) Referencing to foreign experience of building project bidding, measures for us to take were proposed, such as to complete the laws and regulations of bidding, strengthen project cost management, establish a long-term education and training and evaluation mechanism, establish self-management mechanism, establish credit evaluation mechanism of bidding agency and so on.
