Following China joined the WTO; the state owned enterprises have to face the risk and opportunity. Then competition among the enterprises changed to be the scramble for manpower capital, especial for R&D who possesses the advanced knowledge and technology, from the scramble for physical capital and financial capital in the Industry Economy Age. R&D persons are totally different from the common employees before. They have a lot of new characters, for instance, they are their own master; they work with great creative, the course of their work is difficulty to supervise and control; their working results are also difficult to measure; they have strong attainment motivations. There fore enterprise must adopt a different management measures.In China the research of human resource management only started recently. R&D motivation hasn't been appreciated, and motivation measure is underdeveloped. So R&D people's miss from our enterprise was great lost not only to enterprises, but also to country. To enterprise, a lot of R&D costs have been waste. Enterprise lost competitive power in market. To avoid these problems, we must establish a series of motivation mechanic corresponding R&D persons' characters and enterprise's future. It is and exigent problem in the process of enterprise develops.The paper adopted methods of investigation and literature study. At begin I have investigated some enterprises in order to get first-hand information about motivation of R&D persons. Then I made a hard work on studying a large quantity of literature.In the basic of motivation theory, I have researched and analyzed the R&D persons' characters and motivation factors, and put forward corresponding motivation measure. Applying the theory production I have established a full-process motivation mechanic model, which is suit to operate for enterprise. Finally, a case is analyzed to show how to motivate the R&D persons efficiently. Based on the research production above, give some advises to improve the enterprise's management level, and improve positively and creativity of R&D persons.
