With the acceleration of the globle integration of economy, especially after China entered WTO, enterprises are facing more and more requirements on management standards. To set up an integrated management system of QEH has become an urgent demand of all enterprises. The integrated management system of QEH is a certain request of the advancement of technology, development of economy and the competition of market, and it is also the theory and method of realizing a comprehensive, effective and modern enterprise management.As an foreign trading enterprise specialized in tobacco storage,manufacturing and exporting ,China Tobacco Import and Export Co.Ltd. started the ISO9002 Quality System and passed the authorization and the audit in 1999. However, to attract more customers, only depending on the high quality of product is far from enough. Therefore, in order to win the "Green Card" of the market and pull down the "Trade Barrier", to build an integrated management system centralized in Quality control and combining Environment and Health has become a significant and long-term task of an enterprise.Nowadays the way of the establishment of Integrated management system is mainly through the consultation agencies. However, very little consideration is put on whether it is authorised only for its form and whether the enterprise can perform its stipulations. This paper analyses the difficulties and obstacles of implementing the Integrated management system, and on the basis of this analysis raises the suggestions and measurements on the establishment and implementation of the Integrated management system for enterprises.China Tobacco Import and Export Co.Ltd. has to strengthen the management on risks, set up a comprehensive assessment system of enterprise performance. So that it can establish and implement the integrated management system of QEH, and further enhance the advantage in competition in the market.
