With the economy increasing quickly, the bottleneck of resource environment restrict acutely .Researches relating to economic society are concerned widely by academe. But research on economical town construction is relatively in primal stage, the fruit is less. The paper studies questions on economic town construction, using theories and methods of economics, city land use, sustainable development, on the base of referring a great of domestic and international literature and information.The paper surveys towns of Shi jiazhuang and studies rational usage of land in towns, using methods of quantitative analysis. It put forwards some new views on economical town construction, from legal system, conception, system, technique, management and other layers. On the basis of this, it brings forwards some idiographic measures aiming at Shi Jiazhuang areas.The whole paper is divided into eight parts.Part 1:Background and meanings. Part 2: Research progress of rational usage of land in towns both in domestic and international areas. According to the time sequence and investigation subjects, the paper summarizes the domestic and international researching status about rational usage of land in towns. Part 3:About the basic concepts and academic foundations of the essay, defines the town , economical town, land, rational usage of land ,and the meaning and potential of rational usage of land, economic town construction on land use, and summarizes the correlation theories about rational usage of land and economical town of Shi Jiazhuang. Part 4:The status and questions of land using in Shijiazhuang. It analyzes Status structure in quo , features on usage of land, problems on the usage of land and reasons analysis in Shi jiazhuang town construction. Part 5:Index system construction on rational land use of economical town construction. Referring Poster's evaluation theories and methods , the evaluation index system is constructed on the basis of constructed land per person, the structure of the land use on construction, the level of inhabitation, the ecological influence of the land use and the social influence and etc .It chooses integrated evaluating method to evaluate rational land use. Part 6:The demonstration research. After researching land use status in quo of Nan zhiqiu town in the city of Xinji,Xizhaotong town of Chang'an district in Shi jiazhuang, Xinchengpu town of Zhengding county .It evaluates the three towns and analysizes them. Part 7:The measures of economical town construction in land using. It puts forward the measures to use the land and construct the town, which use the index system above. Such as system, planning, ecological, money for land use, potential of rational usage of land and etc. Part 8:Conclusion. Generalizing main investigative results, innovation points, deficiencies and the problems which need further researching.
