Choice Of Transportation Science And Technology Policy In Henan Province

Traffic science and technology in Henan province made quiet great success to promote development of transportation through many years. However, comparing with the requirements of traffic construction and management, and the quick, healthy and sustainable developments of transportation, it is obvious to see that traffic science and technology is developing with comparative slowness, and contributions of scientific production is lower than other fields. The paper is to discuss traffic science and technology policy from two points of view in theory and practical, in order to inspire on management research and practice.There are three parts in the paper. Part one is to introduce the background and current condition and analysis the issues of the development of traffic science and technology in Henan province. Part two is discussing innovative idea to the policy of traffic science and technology in Henan province with the method of comparison and analogy, putting the decision theory and choice theory of public policy into practice. Part three is to suggest measurements to the policy of traffic science and technology in Henan province. Based on the measurements, the author gives own opinion on establishing innovation system to the policy of traffic science and technology in Henan province.Here the research comes to the following conclusion: adopting to the technological system combined with production, learning and training, and research, dominated by the government and taking the enterprises as a key role play, oriented by the market; practicing scientific research and project bidding system and contract management system; putting forward scientific research evaluation system to decide levels of the scientific production through quantitative method based on the theory of mathematics, which is judged by the experts, certified by the authorized institution and market participates in. In accordance with the measurements of after-evaluation for the scientific production, establishing promotion system and property right protection policy. Suggesting reform capital management system, opening traffic investment market, bank and individual risk investment, profits sharing and other channels to collect scientific capital.
