Accession To The Wto After The Sino-us Trade Friction Causes And Countermeasures

The Sino-US economics and trade intercourse is growing up day by day since the two countries established diplomatic relations in 1979 and signed《Sino-US Trade ties Agreement》. However, with expanding in the bilateral markets and increase in the trade, the problem of Sino-US trade conflicts become more serious. Since China entered WTO in 2001, especially the second half year in 2003, the Sino-US trade conflicts occurred continuously, which aroused people's attention widely and became focus urgently to be solved in developing process of the bilateral trade.In recent years, along with the changes of Sino-US industrial structure and the trade structure, especially the development of globalization and informationization, some new industries and products have become object in the Sino-US trade conflicts. The field involved has expanded unceasingly, besides the traditional subjects as agricultural product, textile, trade deficit and intellectual property, the high added value product and the service trade are becoming new focus in the Sino-US trade conflicts. Meanwhile, the frictional method used by US is becoming more and more diversification, antidumping is not the only method to implement trade protection, safeguard measures and TBT have become new protection of method.Although Sino-US trade never be deceleration, it is still anxious in face of so many trade conflicts. After China's entry into WTO, whether we could analyze it and take the correct measure to cope with the new change of Sino-US trade conflicts, will influence the future of Sino-US economics and trade relations.This article is divided into four parts, the first part is analysis of current status of Sino-US trade conflicts. Firstly, reviewing three different stages of Sino-US trade conflicts; and then according to change of Sino-US industrial structure and the trade structure, especially the development of globalization and informationization, it proposes new characteristic and new trend of the conflict; finally, it introduces several main conflicts after China's entry into WTO.The second part is analysis on theoretical reason of Sino-US trade conflicts. Because the traditional trade theory of international economics is unable to provide reasonable explanation for the current Sino-US trade conflicts, but Ralph E. Gomory and William J. Baumol revise traditional trade theory and well explain this problem. This part introduces the establishment of this model as well as entire inferential process. It well provides the theory basis to explain current Sino-US trade conflicts.The third part is analysis on empirical reason of Sino-US trade conflicts. Firstly, it analyzes the problem of Sino-US trade deficit including factors of political, economical and trade statistics. Then it analyzes the political reason of Sino-US trade conflicts including demand of international politics, supremacy politics of US and influence of domestic politics. Finally it ananlyzes factors of our own.The last part of this article is suggestion on coping with Sino-US trade conflicts. It includes reducing the Sino-US trade deficit, perfecting our own system and making good use of WTO dispute settlement mechanism.
