A company's success depends not only on advanced technology,good equipment, sufficient money, quick information change etc., butalso on high quality talents, who can make good use of these resources.How to attract and keep high quality talents are very important to acompany's human resource strategy. A strategic, reasonable performanceappraisal system (PAS) helps company development, contributes toattracting and keeping good employees, reinforcing to encouraging andcultivating staff, increasing their satisfaction and improving companyperformance. Designing a performance appraisal system linking withcompany strategy, optimizing human resource (HR) management withlimited resources can help to improve company's performance andcompetitiveness of keeping talents. The writer has been working in HRmanagement for years; Meanwhile, the writer's been thinking how toconnect HR strategy with company development strategy, how to set up acompany PAS, how to encourage employees' initiative and potential, howto form efficient performance and build up key strategic resources ofcompany core competitiveness.This paper's intention is to analyze KaiDa company's businessstrategy by studying performance management matched withmanagement strategy on the basis of domestic/overseas researchachievements of PAS design and the analysis of performancemanagement design theory, and to design the PAS based on its strategy.In the process of theory studying, the writer focused on how to match HR management with performance management. In the course ofthe performance appraisal system designing, the writer used measurable,cost-beneficial, integrated and systematic methods, exercised balancedscorecard and so on instruments to analyze strategic plan, job analysis,position assessment, the construction of performance index, performanceappraisal operation, the application of performance appraisal results, PASimplementation etc., and designed PAS for KaiDa company. Summing up,after studying the performance management design theory and designingPAS for KaiDa company, the writer thinks the company PAS designshould change when needed to match the changed business strategy, so asto use reasonable PAS design to set up a performance management thatwork efficiently for the company. It can improve performance of theorganization and its members and strengthen its competitiveness.
