With the competition of China's telecommunications industry, more and more new telecommunications technologies are being used. China telecommunications group are looking for new services to fulfill the growing needs of telecommunications market.China telecommunications group use the project management to develop the transformation services. It can guarantee the accomplishment of transformation services finished timely, qualitatively and quantitatively. It can not only give powerful push to the enterprise's management development but also train a lot of elites for itself, which gives a great impetus in keeping long-term advantages in competition, getting steady and healthy development, digging out more potential value.This paper supposes the transform services of Jiangsu telecommunications as studying object, it discusses the project management experience in transform services research fields, which have been accumulated by developed countries. The paper also discusses how to make use of the concrete methods to get effective management and control in the whole process.This paper uses the theory of project management, it analyze the main point of Jiangsu telecommunications company's transform services. It analyze the process management, human resource management, communication management, rate of progress control, and the seamless transition of project accomplishment and the after-sales service start ,which is the character of China telecommunications. It also use many project cases to analyze and certificate the main point of project management. We hope this paper will give some inspiration to the future development of transform services.
