Study Of Rural Human Resources Development Approach In New Rural Construction In Henan Province

With human society entering into the era of knowledge economy, it has taken critical transformation for the mode of economy growth. People are becoming more knowledgeable that the growth of economy doesn't only depend on material and natural resources, but also mainly depend on human resources. Obviously, the past economy growth mode which depended on putting in natural resources, material resources and labor quantities rather than developing human resources can not drive a fast development of economy. China is a great developing agriculture country, and agriculture population accounts for more than 70% of the total population. Since a long time ago, there are serious deficiencies in funding agriculture, building country and improving farmers' qualities due to the influence of national policies, which leads to imbalanced phenomenon in the growth of economy, so settlement of "farmer-agriculture-rural" issue is staring in the face. Fifth plenum of the 16¹⁶ central committee of the CPC proposed that we should be in accordance with requirement of "production development, life wealth, civilized local customer, clean and tidy village and democratic management", insist on proceeding from reality of each place, respect farmers' willingness and advance the new rural construction solidly with steady steps. The main body of new rural construction is farmer, so farmer's quality is critical for the course and quality of new rural construction. Generally speaking, since twenty years ago, Chinese farmer's quality has been improved in essence, however, there are still many problems compared with farmer's quality of developed countries as well as Chinese city population. These problems become the bottleneck that constraints Chinese agriculture economy development. Developing human resources of great agriculture population and improving comprehensive qualities of labors become the strategic choice for the sustainable and steady development of Chinese agriculture economy.Henan is a big agriculture province, and rural economy management takes important place all over the country. Since reform and open, Henan agriculture has a great development, and living level of farmers has been improved a lot. However, agriculture productivity level in Henan is considerable low when compared with that of world and our country's developed provinces. Many reasons lead to such situation, one of which is that rural population is big. but cultivated area is decreasing every year, production scale can not enlarge, thus, there is a lot rural surplus labor force. Farmers" qualities are low at large, thus, it is full of difficulties for them to transfer to nonagricultural industrials, and transformation rate of agriculture sci-tech fruits is low. If we want to improve agriculture productivity level in Henan and strengthen the basic status of agriculture, then we should speed the development of agriculture human resources, change traditional farmers as modern farmers, promote surplus labor fore engaging in planting to transfer to other industries of agriculture, service industries, nonagricultural industries and small towns and cities if possible. Developing rural human resources becomes an urgent requirement for Henan province to construct socialist new rural, improve agriculture productivity level and insure agriculture's basic status.Based on above background and with the guidelines of human resource development theories, this paper deeply analyzes the necessity of developing rural human resource in the course of new rural construction, and with the real situation of Henan rural human resource, proposes approaches for developing rural human resource in Henan.
