Northern Shaanxi Energy And Chemical Base Industrial Layout To Coordinate Research, And Urban Development

Currently, the national energy strategy is gradually moving to the West. North region of Shaanxi is approved to be the national energy and chemical industry base by the State Development and Reform Commission of China, since its inception, resources exploitation and energy, chemical industry centering on coal, oil, gas and salt have been developing rapidly. Theory and practice prove that the development of the industry needs perfect function of appropriate scale towns for support, meanwhile, the development of the industry will also promote the urbanization. While the cities in north region of Shaanxi are generally small-scale, scattered-layout, low-quality construction, incomplete-functions, and other issues. Early experience and lessons in the construction of resource-based regional socio-economic development show that dealing with relationships among society, economy and environment, in particular to the relationships among resource development, economic development and urban development for the sustainable economic development in resource-based region is especially important. Therefore, the objective requirements of the Northern Shaanxi sustainable socio-economic development and the subjective desires of the industrial and urban development are concentrated in one point that industrial development and urbanization rely on each other and promote each other, and namely that industry development and urbanization are coordinated development.On the basis of such acquaintanceship, the frame of reference of urbanization and industrial distribution are contributed in this paper at first, and the situation of resource-based-industry and the development of urbanization are analyzed along with the autoptical information. Allometric growth analysis is a useful method for this paper, and its model is brought in to weight the harmoniousness of urbanization and industrial development in space-time. Based on that, the particular commentates of the result of the quantitative analysis are given for each district. And then, by the principle of industrial distribution, and based on the situation of industrial development in each city and the dimensional structure, the industrial distribution, especially the industrial districts and industrial developing axis, are analyzed and optimized. So as to realize the harmoniousness of urbanization and industrial development, the special distribution of city series and the cities' development are also will move on with the industry. The result is concluded in the end.The conclusions of this paper are listed below. The road of economy development in north region of Shaanxi will be dissimilitude with previous industry base, such as northeast district of china, which is decided by the whole world background and the practical situation of north region of Shaanxi. And industrialization of this region is on its developing phase, when it is the impetus of urbanization. The Allometric growth analysis of industrialization and urbanization show that the energy industry has not promoted local urbanization, and there is disharmony in some districts. The industrial district and industrial developing axis are distributed in space. The separation of habitation and industry is brought in this paper, based on which habitations of each industrial district are planed in cities nearby. And the calculation of city spacial distribution and rank- scale system are put forward at last.
