Sustainable development is one of the issues which is cared and needed to be solved urgently at present. Because of the continual increase of the social and economic activity, the eco-environment of many poor ecological areas in our country is deteriorating. Meanwhile, poverty and poor ecology usually go together. The life style greatly depending on the eco-environment often is extremely sensitive to the menace of the natural disasters and environmental change. The vulnerable eco-environment is sensitive and instability, so energy development is apt to make it worse, even drop into a strange and vicious circle between poverty and ecology.This paper introduce the case of energy and chemical industry base in the north of Shaanxi Province. In the view of the factor model of coupling relationship between eco-environmental vulnerability and poverty, it mainly analyze and assess the sustainable development of large-energy area which is under poverty and poor ecology. Firstly, the paper studies on the coupling relationship between the distribution of depressed area and poor eco-environment from the view of geography. Secondly, the paper sets up a measure model consisting of degree of eco-environmental vulnerability, index system for assessment, eco-environmental vulnerability and poverty, and calculates the unified score about the eco-environmental vulnerability and poverty of 25 counties (cities and districts),and then divides into 5 kinds. Thirdly, it builds discriminant function about the degree of the coupling relationship between eco-environmental vulnerability and poverty. On this ground, the paper calculates the degree of the coupling relationship about them in energy and chemical industry base in the north of Shaanxi Province. At last, the paper introduces some policies and measures for the sustainable development in the north of Shaanxi Province.The main research results of this paper:(1) Analysis the distribution of the 9 depressed regions and the Vulnerable Eco-environmental regions, the result shows that the depressed regions and the Vulnerable Eco-environmental regions have close coupling relationship at the geographical space distribution.(2) Divide the coupling relationship into 8 coordinating styles from the positive or negative of the coo-environmental vulnerability X and the poverty Y and the degree of the coupling relationship CXY between coo-environmental vulnerability and poverty: quite coordination (including low poverty quite coordination and low vulnerability quite coordination), coordination (including poverty coordination and vulnerability coordination), uncoordinated (including poverty uncoordinated and vulnerability uncoordinated), very uncoordinated, totally loss of control.(3) Take the degree of eco-environmental vulnerability, poverty and coupling relationship as the variables of clustering analysis, apply celerity clustering method, calculate the unified score about the coo-environmental vulnerability and poverty of 25 counties (districts). Among the 25 counties (districts) in the energy and chemical industry base in the north of Shaanxi Province, except one or two counties, most of the correlation coefficients between the eco-environmental vulnerability and poverty are above 0.9. So the coupling relationship between the eco-environmental vulnerability and poverty is close.(4) By analyzing the coupling relationship between eco-environmental vulnerability and poverty of 25 counties (cities and districts), we can come to the following conclusion.①In 25 counties (cities and districts) of energy and chemical industry base in the north of Shaanxi Province, there aren't areas which are out of control. Extremely disorder doesn't exist in Yan'an.②Baota District, Ganquan, Luechuan, Huangling,Fu County, Yuyang District, Jingbian and Zichang are relatively harmonious. Huanglong, Wuqi, Zhidan and Shenmu are regular. Ansai, Yanchang, Yanchuan, Yichuan and Jia County are disordered. Shenmu, Fugu ,Hengshan, Dingbian, Suide, Mizhi, Wubao, Qingjian and Zizhou are especially Lacking in harmony.③The whole score of coupling relationship between eco-environmental vulnerability and poverty in Yulin obviously is higher that that in Yan'an, which shows that the level of harmony between rural economy and eco-environment in the counties(cities and districts) of Yuyin is lower than that in Yan'an.(5) Using the reverse measure model, we can calculate the unified scores of eco-environmental vulnerability and poverty of 25 counties (cities and districts), and then divides them into 5 kinds, which include high, relatively high, moderate, relatively low and low.①The eco-environmental vulnerability in Huanglong County, Fu County, Huangling County and Yuyang District is the lowest. The vulnerability in Baota District, Yichuan County, Luochuan County and Jingbian County is lower. The vulnerability in Mizhi County, Jia County and Dingbian County is moderate. The vulnerability in Ansai County, Yanchang County, Yanchuan County and Zizhou County is higher. The vulnerability in Suide County, Wubao County and Qingjian County is the highest.②The poverty in Zhidan County, Huangling County, Luochuan County, Baota District, Ganquan County, Fu County, Wuqi County, Yuyang District, Jingbian County and Shenmu County is lower. The poverty in Yanchang County, Yanchuan County, Zichang County, Ansai County, Yichuan County, Fugu County, Hengshan County, Dingbian County, Suide County, Mizhi County, Jia County, Wubao County, Qingjian County and Zizhou County is higher. Except Wuqi County, Jingbian County, Huanglong County, the others are all basically in accordance with the major counties which are under the poverty alleviation of our country.(6) According to the loaded matrix about eco-environmental vulnerability and poverty, we can identify the distribution of driven factors about eco-environmental vulnerability is as follows: the first-grade driven factors includes carrying capacity and structure of population as well as state of land use and exploitation. The second-grade driven factors includes state of eco-environment, level of industrial structure, level and structure of investment and state of economic crops. The distribution of driven factors about poverty is as follows: the first-grade driven factors includes: development of economy and population. The second-grade driven factors includes social welfare and production of food.
