The All-Round Reward Theory was advanced by Doctor John E.Tropman of the commercial college in Mexican University in 1990. It is a employee-oriented holistic project, including both the monetary salary and spiritual encouragement. The project is flexible, made-to-order, and diversiform. Concerning the need of all the employees, the project is popular in the developed countries for its more effective encouragement than the traditional system.For enterprises, the compensation system is a double-edged sword. If properly used, it will help attract, keep and encourage the people with ability. Otherwise, it may bring crisis to the enterprises. Therefore, to build a scientific compensation management system plays an important part in the competition of surviving in the era of knowledge economy.The Economic & Technical Developing Area of Guiyang is a national one which has been founded in Feb. 2000 after permitted by the State Council. The population of the Area totals 149000.The total area is 63.13 square kilometers. By the end of 2006, there are 65 industrial enterprises in the Area. The total output value has increased from 1.3 billion Yuan in 1993 to 4.08 billion Yuan in 2006 at the rate of 290%. With the development of enterprises, the contradiction which is the lack of the personnel resource and the unperfected mechanism of salary incentive becomes increasingly evident. In order to serve the enterprise strategy better and to work effectively, it is necessary to analyze the current salary mechanism in the Economic & Technical Developing Area of Guiyang in all rounds and to explore how to found an all-round salary system actively and effectively.On the basis of the theories of compensation encouragement, this program has taken Guiyang Hisense Corporation as the subject of study. The methods include investigating, theoretical research, statistic analysis, case analysis, qualitative analysis and quantitative analysis. It has applied the all-round reward theory in the designation of compensation system of Hisense, and built the all-round reward, which is oriented from the central strategy and value, concerning both the internal and external justice, balanced between innovation and protection, as well as applying both the inner and exterior innovation. In addition, it has introduced an innovative concept of performance based-evaluation, and designed a practical project for performance evaluation arid another for post evaluation, which go well with the reality of the Hisense Corporation. On one hand, the program will make its compensation system more complete, precise, reasonable and effective. On the other hand, it will provide for Small and Medium-sized Enterprises with valuable theoretical and practical references for the discovery of compensation culture suitable for the situation in China.
