The exercise of strategic management indicates that the modern business management has developed to a brand-new historical phase. The strategic management is a key topic to decide whether an enterprise survives the fierce market competition and always stands at an invincible position.With the development and changes in the macro-environment and market environment in China, the operation of gas industry and correlated fields has been transformed from monopolization to market-orientation and faced more and more severe competition. As the biggest public industry specialized in design, construction, maintenance, conveying, supply and service of gas project in Guizhou Province, Guizhou Gas (Group) Co.,Ltd. must, in the course of marketization, know about the changes and change wisely, while making full use of its own advantages, deploying its own resources effectively and grasping opportunities from external market to develop greatly in the competition.On the basis basic theory of strategic management, the paper elaborates with PEST analytical method, SWOT analytical method and such strategic research tool as model method of competitive advantages. By analyzing Guizhou Gas Group's basic situation, development actuality, development requirement, advantages, disadvantages and system reform of public career, national citification, gas market's demand and tendency, natural gas development around the province, and challenges and opportunities from external environment, the paper explains strategic development aims, key of the strategy and strategic measures of the business in the next 8 to 10 years in such aspects as core values, rhythm of development, resource deployment, structural adjustment, control of gas source, market development, operating strategies, cultural construction of the business and human resources development. It brings forward basic guaranteeing measures to realize the development strategies and method to increase core competitiveness of the business, therefore, Guizhou Gas Group has been orientated to double characteristics of public welfare career and social industry in the new market. The group has made full use of natural advantage of monopolization, used finance resources scientifically and reasonably, adjusted gas source structure and kept on the track of sustainable development to take city gas conveying and special managerial authority as core of the business. So, double optimization and corresponding unification of social benefit and economic benefits of the business have been achieved. Finally, the group has been developed into leading business group of Guizhou with multi-gas resource, multi-investment and trans-regional operation. Furthermore, the paper has provided effective reference for traditional state-owned public industry to change from monopolization to marketization.
