Professor Porat hasnoticed the effect of information technology on society and economy change inAmerica, and thought information industry was the most main section to absorbemployees. At the same time the employment percents of agriculture and industry willdecrease constantly. This tells that the constant development of informationtechnology will bring the employment structure's change of the whole society, andaffect the employment of all sections of the society.Since the reform and opening-up, information technology has developed rapidly,and has wider and wider effect on Chinese economy. This makes for the growing upof information industry. The expansion of information technology promotes theeconomic growth. Information industry has formed the forth industry besidesagriculture, industry and service, which is transforming Chinese industrial structureinto modern industrial structure.This article analyzes the effect of information technology on Chineseemployment from the angles of the employment amount, quality and structure. Firstly,because the employment change of information industry can embody the effectinformation technology on Chinese employment deeply, this article takes the effect ofthe development of information industry on employment as the emphases.Information industry can be divided into traditional information industry and presentinformation industry, and both of them have active effects on employment. Accordingto the analysis of employment elasticity and increase rate, we find the effect of presentinformation industry on employment is more obvious, and the traditional information industry's is relatively stabilization. Secondly, the development of informationindustry brings the change of employment structure. The article gives the presentcondition and future trend of Chinese employment structure by analyzing andcontrasting foreign country's employment changes. Thirdly, Information technologyhas positive and negative effect on labor mobility. Information industry demands thehuman resources with high quality, but there is too much labor with low quality inchina, which is a serious contradiction. At the same time information can betransmitted quickly and exactly and the work mode is very flexible by efficienttechnology and organization, which can help to promote the labor mobility. Finally,the author puts forward the development direction of future employment form theangles of increasing employee's rate, improving labors quality and protecting therights and interests of unemployed men on the basis of the analysis.With the deep development of information technology, human society constantlysteps into information society, and the effect of information technology onemployment will be more and more outstanding in the future. Chain has a greatnumber of people, and the problem of unemployment will be more and more serious.So we should master the employment rule and establish the reasonable policy, whichis significant for economic growth and society development.
