Urban Public Emergency System Exploration

The city , consisting of complicated relations and a wide variety of components, targets and functions, is a dynamic system and a major carrier of the modern society. Due to the particular space convergence and wide flow of its productive components, public crisis is featured by high frequency, large scale and indefiniteness. Therefore, the seek of a scientific, reasonable and efficient model of public crisis management is an important part of the city's sustainable development, and hence a major issue for the nowadays municipal government.Nanjing, the capital city of Jiangsu Province as well as a large city in our country, assumes a model role in the process of comprehensive construction of the better-off society. Now, the municipal party committee and government, in view of our country's other well-developed regions, is seeking a further development with a higher target. Consequently, how to construct Nanjing's public crisis management system so as to ensure a smooth realization of the designed goals becomes all the more urgent.This thesis, by using various research methods to analyze the nowadays situation of establishing Nanjing's emergency management institution and referring to the successful experience of well-developed countries' crisis management in big cities, puts forward several proposals and measures to Nanjing's emergency management with a view to conducting certain exploration in city's emergency management system construction .
