Most research on public crisis is approached from the angles of politics and sociology, but this paper tries to approach it from a new view point—public goods. This paper believes that the measures taken by the public departments during crisis could be considered as supplying emergency public goods to the society. This new approach is a feasible way to achieve theoretical innovation and it will give guidance for government who are in the process of institutional reforme.After a review of classical theories of public crisis and public goods, the paper discusses the concept and effects of "emergency public goods", and then re-classifies it into two categories according to its characters: precautionary and compensatory emergency public goods. The paper continues to probe into the study of supply mechanism, and gives detailed analysis to its supply method, system design and validity evaluation. Finally, based on the study of recent major public events and the current situation of emergency public goods supply in China, the paper gives some policy suggestions.Based on real case studie, the paper describes the status in quo of the supplying of emergency public goods in China by applying the method of combining theoretical and empirical studies together What's more, it also tries to find out reasons for different patterns between China and in the other country. Such factors as as different environment and systematic background will be analysied. Based on these studies, the paper gives some policy suggestions on how to construct and improve supply mechanism of emergency public goods and some ideas on how to improve public finance system, how to strengthen handling ability of public crisis and how to build a public service-oriented government.
