Study On China's Emergency Management System Of Food Safety

Food is the material basis on which human rely for the survival and development, food safety is a major issue that relates to people's livelihood, it also has a close relationship with the country's economic strength and technological level. In recent years, China's rapid economic development occupies the most prominent position all over the world, while high economic growth accompanies with high risk. As various problems and conflicts caused by varying degrees in a period when our country improves social transformation and economic transition, public crisis events inevitable appears. Viewed from the field, size, frequency and other points, our country is in the period that multiple public crises happen frequently. The frequency and negative impact that food security crisis caused are prominent in the events of various types of crisis. How to deal with food safety crisis effectively is a tough task which our government should cope with urgently.Emergency management system of food safety crisis is paid unprecedented attention when Food safety crises happen frequently make the issue of crisis management become more and more prominent. how to build a comprehensive Emergency management system of food safety crisis is an urgent issue, especially in the period that food safety crises happen frequent. China is a developing country with vast territory and a great number of people, the level of emergency management system of food safety crisis in different areas of China is unbalanced. Reported data for several years shows that food safety crisis in China is very serious, and the typical cases contain: 'Guangzhou apple snails' events,'Sanlu milk powder' events.etc. Government and any other departments which response to these crises expose the deficiency of our nation's emergency management system of food safety crisis, and food safety crises have caused damage to the public interest,,national security and social stability. As food safety e are hard to predict and detect, food safety crises have cause great damage in public life. To some extent, the level of emergency management of food safety crisis still in the stage of planned economy era, emergency management system of food safety crisis in China is still being gradually improved, so our country still has a long way to go to build a perfectible emergency management of food safety crisis. From a practical point of view, once safety crises happen, government departments often response to crises urgently, set up a leading group to determine each other's responsibilities, confirm the division of labor and work procedures, but the effect of what the government departments do above is often no satisfactory. Government as the main representative of the public interest, public power must intervene to deal with food safety crisis, as well as government should play an important in these crises.
