After all, travelling is one kind of public activities, then urban tourism serving system is one of the complex and open service-chain system. The further promotion of its quality depends on the synthesis coordination by various social systems. Therefore, we should put the"Humanistic Concern"into the serving system's construction of urban tourism, emphasizing"People Oriented", the enhancement of peoples'qualities, the sublimation of interpersonal relationship, and the harmonious relationship between the person and the nature.Although Shanghai urban tourism has formed the scale, we are facing two shift stages: the one is Shanghai is being to the internationalization metropolis, another is the leisure product is changing the product structure of urban tourism. During this stage, achieving the international standard is an inevitable demand , either by completing the city's public service ,or enhancing the software and the hardware about tourism service to speed up the construction of urban tourism serving system.This article tries to create a serving system with"People Oriented"from the"Humanistic Concern"angle during the development of urban tourism. Through them, the author gets some conclusions about driving force;In chapter IV, the author takes"Humanistic Concern"into Shanghai urban tourism service system based the above analysis and review , then puts forward the counter measure to promote its development, which shows the significance of practical guidance;Chapter V summarizes the papers, points out the deficiencies and proposes the field for further study.
