An Empirical Study Of The Effect Of Chinese Coal Mine Safety Regulations

Energy is an important material foundation for the Social and Economic development。It is inseparable for energy and economic development .As China's based energy and important raw materials , coal occupies an extremely important strategic position in the national economy. In China's energy structure, coal accounted for about 70% in one-time energy production and consumption structure and will be expected to more than 50% in 2050. Therefore, coal will remain China's main energy in a long period. The coal industry will continue to be the most important energy industry in China.Along with the rapid development of China's national economy and industrial production, some hidden problems in coal industry have exposed to us, for example the coal mine safety. Because of the vertical management system in Coal Mine Safety Supervision, Coal mine safety regulation is influenced. It caused unclear and wrong concepts on regulation, and led to a loss of government regulation. Expect this, it impeded China's coal exploitation in a healthy and orderly way, and endangers the safety of miners. There are 5986 persons died in 2005 in coal industry, the rate of death is the highest in the world. If the safety problems are not resolved, the coal industry can not develop in a healthy way. In China, 95% coal mining operations is underground. Compared with other countries, the coal mine safety is more difficult. Coal mine safety has become China's important facets in building a harmonious society,Safety regulation is an important part in social regulation, it includes product quality safety, workplace safety, environmental safety, nuclear safety, and other aspects of government regulation. Coal mine safety regulations is the government's regulation to coal mine safety. The effect of governmental coal mine safety regulation refers to the objectives became true or not.It is a difficult problem that how to improve coal mine safety regulations effectively. Based on this point, this paper summed up the research methods and conclusions about safety regulation from scholars, then the author analyzed the reasons of coal mine accidents in-depth and had a Empirical analysis on China's coal mines Regulation effect, built a time series model, discussed the relationship of the main factors and the coal mine safety regulations effect, had a test about the model, at last, the author had a conclusion, in the last of this paper, the author gave some proposals about how to improve China's coal mine safety regulations quality. In addition, the author of this paper also analyzed the theoretical foundation of safety regulation, had a description of China's coal mine safety regulation changes and the history of the evolution of institutional regulation in detail.
