Energy is the national economic lifeline and plays a significant role in the energy consumption structure of coal. In2012, in China’s energy consumption structure, coal proportion is as high as67.4%. However, under the background of wide attention of the whole society, accidents of mine attract extensive attention of the whole society. The coal industry becomes the pronoun of high risk industry safety production, In recent years, China’s coal production safety situation improved, the coal mine accident death toll and one million tons of mortality declined year by year. In2013, the number of coal mine accident is604and the number of dead people is1067, one million tons mortality is0.288, which is the least data in recent years for the first time in history. Compared with developed coal-producing countries such as Europe and the United States, the coal security situation is still grim.The reason why coal safety situation is severe is various, from central to local governments, regulators, coal companies, coal miners, etc, all kinds of contradictions exist between different interest subjects. From the perspective of Game Theory, its root cause lies in the safety in production of government regulation does not reach the designated position and not perfect. Therefore, we should strengthen the coal enterprise safety production regulation research, which has very important practical significance.In order to play the functions of government departments, pay special attention to the coal enterprise safety regulation, so as to promote our country’s coal production safety of the continuous improvement of the situation, this article will analyze the deep cause of the regulation of China’s coal enterprises safety, comprehensive evaluation of the current regulatory status quo, sum up the weak link of government supervision and administration of production safety in coal enterprises. The regulation of the coal enterprise of our government at present is not perfect:legal supervision is not perfect, institutional setting is unreasonable, operation mechanism is not perfect, regulatory team construction and investment is insufficient, the governance model is single. The target of the paper is to hope through the study of the comprehensive analysis of failure reasons of government regulation, summarizes the cause of the problem, which lies in the central and local government, local government and coal companies, coal companies and the interests of the game and the coupling between regulators, finally proposes relevant countermeasures to perfect the coal production safety government regulation.In this paper, the integrated use of the basic theory of management, economics, sociology and so on, at the current coal enterprises in our country the flaws of the government regulation as the breakthrough point, this paper probes into the problems in the work of the government supervision and the reasons, structurally, this article is divided into five parts.
