When the Earth in human vision is gradually becoming smaller, high-tech industrialization has driven people into a new era, in which Human beings can confront, or even dominate the nature. The ever-called god-blessed rivers had gradually lost its vitality during mankind's ultra-large-scale development and utilization. When the natural self-purification capacity could no longer keep up with the pace of economic development, people gradually saw the natural counteroffensive. Now mankind is suffering from the severe results caused by the abuse of natural resources in the past. More and more people has realized that if we continue the blind pursuit of high economic development without considering the affordability of environmental resources, we will soon step into a world facing the resource exhaustion, environmental deterioration and sudden climate changes, then increasingly our planet will not be suitable for our living any more. Therefore, the issue of how to develop the economic under the condition of protecting resources and the environment is becoming more and more important not only to economists, environmentalists, but also to all the government.The Rhine bank is the most developed European countries congeries. Fisheries, industry, transportation, shipping and tourism become booming, prosperous and world-renowned thanks to this Europe's third largest river. In late 1950s, the Rhine water began deteriorating, and then the Rhine was called "Europe's most romantic stinking drain." in 1970s. These twenty years was just the industrial era of Europe's fastest growing economy. The Rhine, which created tremendous wealth, paid a staggering price. Facing the mother river gradually losing its vigor, people started the self-reflection. They felt ashamed of this river with thick history. Since then, children of the Rhine started to change their old habits and notions and took good care of their mother river. 30 years passed, the Rhine water is recovering though it requires longer time to be as well as before.Through the summary of the comprehensive water quality control experience ofthe Rhine River in the past 50 years, particularly the results of a series of valley management action plan in the last ten years, this paper introduced the changeover process of the Rhine from the traditional single basin water management to the integrated management of the sustainable development objectives, including the international coordination experience of the basin related countries, the common signed Chemical Pollution Control Convention, Chloride Pollution Control Convention, 2000 Action Plan, Flood Management Action Plan, and a series of agreements between basin countries for the common management of the Rhine, and looked forward to the future of sustainable management of the Rhine valley.This essay also discussed the ecological environment and existing problems of the Yangtze, the largest river in China. With China's rapid socio-economic development, a series of problems concerned about the ecological environment of the Yangtze River are emerging. For instance, the basin water control has lagged behind severely the pollution, and the water pollution still lacks of effective control. The ecological environment in the Yangtze basin is under more pressure than ever. We must therefore take integrated management of relevant factors, which may influence the valley ecosystem, including water, soil, biology and associated resources. How to handle the relationship between protection and utilization will become the Yangtze Basin's major task during the next 20 years. The article suggested that Chinese government should learn from the management experience of the Rhine during the economy development of the Yangtze River, and adopt strict environmental management standard and law means as soon as possible to give emphasis on monitoring, supervising and controlling.People living in harmony with the water, maintaining a healthy vigor of the Yangtze River is the right values and unavoidable issue for modern people. Establishing a scientific concept of sustainable development, we should not only meet the resources requirements for current development, but also the long-term demand. We should pay more attention to the pursuit of long-term benefit to mankind, but not just be satisfied with the vested interest of the contemporary human. This way will be more consistent with mankind's long-term development.
