Under the circumstance of economic globalization, knowledge and science and technology increasingly important, SMEs ( small-medium enterprises) have become a bright light in our global economy development. And in our international trade, SMEs' important position is much more irreplaceable. As an essential part of our marketing economy, SMEs not only speed up the development of economy, but also create more and more job opportunities. Nowadays SMEs have an fundamental position in every national economy.By successfully using SMEs' support policies, SMEs of EU members are growing strongly and rapidly. Today EU has became our biggest trade partner, and our bilateral trade mostly comes from our SMEs' products and service. SMEs in EU has been becoming mature with age, so we should study and analyze their suppot policies to use for reference .They have become one of important and dynamic power in EU economy. The thesis analyses the SMEs' support policies in EU with the Symbiotic Theory between SMEs and environment, aims at the currently existent problems of SMEs in our country and gives the countermeasures and suggestions.This thesis covers the following contents:The first chapter overviews the definition of SMEs in EU. Then I introduce SMEs' essential position in EU economy.The second chapter elaborates Symbiotic Theory between SMEs and environment first. Then I analyze the SMEs' support policies in EU with Symbiotic Theory, finally give some case study of SMEs development model in Italy, Germany and England.The third chapter analyzes the Present situation of China's SMEs and their great contribution to our country. Finally it researches the main problems in the development of SMEs.The fourth summarizes that we should obtain the EU's valuable experiences to speed the development of China's SMEs. Then it gives the countermeasures and suggestions, aiming at the problems mentioned in chapter three, from the government and SMEs levels.The main and valuable point of this text is that the purpose is not studying and analyzing EU SMEs support policies only but using their successful experience for reference to find solutions within our models, which are deeply rooted in our own history and culture. Recently, most of the papers focus on studying foreign successful experience purely, while this paper puts emphasis on studying EU SMEs support policies in terms of Symbiotic Theory between SMEs and environment firstly, then gives the countermeasures and suggestions from the government and SMEs levels.
