And this article analyzed industrial organization and ecology of Shanghai health service industry through the theory of industrial organization SCP paradigm. And taking advantage of international comparison method, the paper researched the reasonable health service industry organization and ecology, proposed framework and approaches of the construction of a multi-level, pluralism, harmonious industrial organization of the health service industry and the specific policy. Also through analyzing the value of scientific and technological resources cluster of health service industry, promotion of science and technology cluster and the interactive development of science and technology cluster and industrial cluster, this article proposed the concept and building framework of Shanghai innovative health service industry cluster, which are the interactive structure of science and technology cluster and industrial cluster with the core of medical schools and research institutions, the structure of large integrated medical institutions supplemented by specialist hospitals. At the same time, this article analyzd the space selection of innovative Shanghai health service industrial cluster by "Location Quotient"theory which supported Xuhui and Luwan to be core districts.Finally, this article estimated the industrial scale of Shanghai health service industry in the next ten years by econometric regression model, elastic coefficient method, as well as forecast of the three markets respectively, and proposed development strategy and specific policy recommendations of Shanghai health service industry on the basis of comprehensive analysis, including recommendations of industrial operational efficiency, industrial organization and innovative health service industry cluster.
