This paper is based on the theory of historical materialism and individualism methodology——changes in the social welfare are simplified into the landlords' and the farmers', while the other sectors are abstracted. Specifically speaking, it includes comparison method, cost - benefit analysis, the unity of history and logic method and the geometric method, to explain the land thoughts of Mao Zedong in new democratic era.Specifically, this paper analyses the historical conditions and actual conditions which are needed for the formation of the land ownership thought of Mao Zedong and government policies under constraints and the effectiveness of policy; It descripts the land ownership thought of Mao Zedong through the analysis of the effectiveness of the policies and the relationship between the agricultural production development and the land ownership; It analyses the landlord welfare formation by using the distinction between the idea of "landlord as the class" and " landlord as the personal" ;And on the basis of this, it interprets the issue of allocation of land resources; it analyses the land ownership changes way through the decomposition of the two types of factors; Cooperatives as a remedy solution to the difficulties after land reform is classified into Mao Zedong land thought; Finally, this paper points out the enlightenment of Mao Zedong land thoughts on the government policies.In this paper, the possible innovation lies in the using of institution economics in interpretation on the land thoughts of Mao Zedong, for example, it explains the formation reasons of land ownership thought of Mao Zedong by using the path dependency theory and discusses the information cost impact on welfare in land policy changes. However, because of the difficulties in empirical analysis, to compare the welfare of different periods is purely theoretical, rather than empirical. The Shortcomings is: it is not possible to judge the fitting degree between the theory conclusions and the real economy.
