Research Of Crisis Management System Of Shanghai Hongqiao Multi-modal Transport Hub

Shanghai Hongqiao Multi-model Transport Hub, an important part of the high-efficient and integrated traffic service system of the World Expo Shanghai in 2010, comes to be a super traffic center with aviation, railway, highway, metro, maglev, bus line and taxi to transfer among all kinds of traffic ways. The hub will make significant economic efficiency and become a resource melting pot to realize the hub strategy of"transcend aviation, transcend Shanghai". It will be a developing link between Shanghai and the cities of Yangtze River area so as to strengthen Shanghai's function of radiation and stimulation to the economy of Yangtze River area.The Hongqiao Multi-model Transport Hub adequately reflects Shanghai's various ways of city functions. However, the stream of people per unit area will certainly reach its climax with its only 30 square kilometres Planning area and appear all kind of features, such as large scale and span, centralized and full volumes of passenger traffic, complex traffic changing patterns and overlap management boundary and responsibility. Once happening crisis, it will pose threat on society order and citizen safety so as to make great economic loss and negative social impact. The timely and effective crisis management will directly influence the politic and economic stability and development of Shanghai as well as the whole country. Simultaneously, it will improve government departments'capacity to win public trust. Thus, the study on the city buildings in clusters is significant to the development of times and the establishment of Hongqiao Multi-model Transport Hub if extremely urgent.On the basis of mentioned reasons, the paper takes the integrated three-period model of Crisis Management, i.e."Precrisis","Crisis"and"Postcrisis"as the research theory foundation. The author advances the system of three-period circular mode of Hongqiao Multi-model Transport Hub's Crisis Management with the situation of future operating mode and crisis characteristics. In view of the existing problems and the use of the crisis management experience of other countries for reference, the author put emphasis on the establishment of Hongqiao Transport Hub's unified leadership, coordination and chain reaction mechanism, and the multi-pronged net of corporation with the public, NPO, NGP and the media in order to provide useful suggestions to the future operation and management of the Hongqiao Multi-model Transport Hub.
