Nowadays we are experiencing rapid changes in both economical and social aspects, which inevitably bring great challenge in managing public crisis in our social and economical life. Therefore, how to effectively manage pubic crises has become a very important topic. Public transport, a key public system and infrastructure in modern cities, has direct impact on the functioning of other systems. Hence, crisis management of public transport, which is of significance in the harmony, stability and development of our society, forms an important part of the administrative task in the local government. The establishment of an all-round, scientific and effective alert and management system for crises in public transport, and the improvement of the ability for responding to severe incidents broke out in public transport are not only major responsibilities of the public transport companies, governmental departments and all other relevant sectors, but also key measures of ensuring normal operation, safety and security of the public transport.Based on the crisis management theory, public goods theory, and public services theory, easy operational ideas and methods for crisis management in urban public transport are proposed by using comparative study, literature analysis and classification method, which cover predictive control of the urban public transport, handling of unexpected crises, recovery from crises, getting support and assistance from government, establishing close ties with media and so on. These ideas and methods will enable us performing thorough and professional predictive control in advance and conducting urgent treatment after the crises, improving our capability of crisis management, maintaining social security and stability, and ensuring normal production and living order in our society. As a result, use of these ideas and methods will be helpful in ensuring economical development, maintaining a good image of our country and government, and protecting the interests of our people.In this paper, the categories, features, causes and consequences of the crises happened in the public transport are analyzed, and strength and weakness of the current crisis management system are summarized. In addition, by learning lessons from the incorrect handling of crises in relevant industries, and using the experiences in crisis management from home and abroad for reference, several counter measuresfor managing the whole period of public crisis cases, including the time before, within and after crises, are presented, which can be used as guidelines for crisis management in practice. These counter measures are also helpful in strengthening the weakest link in the crisis management, improving the managing system and methods, and promoting the ability of government, society and participating people for tackling public crises.
