As the market element can achieve optimal configuration and maximize efficiency through flow, it is necessary that employees turnover reasonably and corporately. On the one hand, the employees can increase human capital. On the other hand, the enterprises may improve the staff structure to maximize economic efficiency. But recently, we find that employees turnover more frequently and disorderly. Moreover, the rate is still at a high level. It makes a huge loss to both employees and corporations. Particularly, it takes more bad influence on corporations, decreases the human capital investment and affects normal operation. Finally it will accelerate turnover and make more loss. Obviously, corporations need enhance their own competition to survive in the developed market. So it is important and necessary that corporations take effective actions to control turnover and stable staff. And we find that interior labor market theory can help out the problem about employees turnover frequently. With the planned economy system, our state-owned corporations have made internal labor market. But it caused low efficiency because of its essential difference from the real internal labor market. With the market economy system, we have reformed the employment system, and the external labor market has been improved. But that does not mean we should ignore or deny the internal labor market. It also has efficiency through the hire, promotion and the payment system.The paper divides into five parts:The first part, it mainly makes introduction about the research background, research technique, innovation and weakness. It also defined the employee turnover.The second part, it summarize the internal labor market theory, including formation of the ILM theory, the reasons of forming, characteristics, and comparison with ELM. It focuses on the characteristics and efficiency about the ILM. It provides the theory basis for the later analysis.The third part, it analyzes the negative impact and reason of the frequently turnover. Turnover not only cause loose to employees, but also make negative impact on corporations, such as the costs of recruitment and. employment, insufficient human capital investment and the loss of intangible assets. But the reason of turnover is complicated. The paper analyzes it from three areas: social factors, operation factors and personal factors.The forth part, it draw inspiration for developing ILM in China corporations through both researching the ILM of the developed country (mainly Japan and the US), and analyzing the ILM of our country.The fifth part, it is the conclusions and Countermeasures.
