With the development of economic globalization, talented person resource has become the most important strategic resource. The one who owns more talented persons will own competitive advantage. The regional regular higher educational institutions (HEIs) are the main part of the whole regular HEIs and they undertake the important mission of educating talented persons. However, for many reasons and factors, the regional HEIs' comprehensive abilities are generally weak, especially, the abilities of the talented person troops are not strong. This poor situation will result in the low quality of the students who graduate from these regional regular HEIs. To recruit more and more talented persons is the effective way for the regional regular HEIs to break away from the plight and improve their comprehensive abilities. So, it is quite necessary to work out a set of scientific and reasonable tactics about recruiting talented persons for the regional regular HEIs.The thesis is completed by using many research methods and it follows the thread of theory studying, empirical researching and countermeasures analyzing. First of all, on the basis of studying the Human Resource Capital theory, it points out that the talented persons are rather important for the developments of the regional regular HEIs. Then, by using the method of statistic analyzing and compare analyzing, it makes a comparison about the present situations of the talented persons between the regional regular HEIs and the HEIs under Central Ministries & Agencies, finds out the disparity between them and points out the importance and necessities of regional regular HEIs' talented person recruitment. Then, by empirical researching and data statistics, it generalizes the characteristics of the regular HEIs' talented person resource from the aspects such as quantity, educational background and rank. After that, it finds out the problems and factors that are affecting the regional HEIs' talented person recruitment after having a complete analysis on the present recruitment situation and analyzes the present situation of the regional regular HEIs' talented persons' recruitment and brings forward correspondent countermeasures to provide scientific and a set of valuable reference and practical guidance. Finally, it points out that the central government and the local governments should provide some outsourcing supports.The theories and the practices are related closely in this article, the data is reliable and the countermeasures are rather practical. Hoping it can help the regional regular higher educational institutions improving their talented person recruitment in the future.
