The definition of "The enterprise high level talented person" in this research is: the one who has the above-master educational background or the senior technical title, has the ability to attack or already on the enterprise high-level management post and the senior technical post talented person. Since from the 21st century, both the developed countries and the developing nations nearly have promoted the demand of the energy (mainly petroleum and natural gas) to the national security strategy highly. The capture of the oil gas resources In the world has pushed the various countries' petroleum enterprise to the competition. If the petroleum enterprises want to stand in he invincible position in the intense domestic and foreign competitions, to maintain own benefit simultaneously to complete the enterprise ' development, and make the contribution for the national energy industry construction, the basic solution to solve such problems is: perfecting business management, establishing and having an outstanding talented person troop, especially enterprise nucleus competitive ability.The cultivation of enterprise's high level talented person mainly involves two aspects: one is the training; the other is the development and construction of the human capital. The purpose of these two aspects all ensure to provide the effective human resources for the enterprise future developmental strategy, and simultaneously bring the benefits and the value increment to the enterprise through human capital development.This research takes a state-owned large-scale petroleum enterprise—PetroChina Company Limited as the research object. In this article, firstly I introduced the enterprise's background and the domestic and foreign competition environment which the enterprise are facing to preliminary; then I carried on the analysis and the researches of the development of the enterprise high level human resources and the management present situation during the review of the historical development of the enterprise high level talented person ; thirdly finding out the disparity through the comparison with the domestic and foreign colleagues industry enterprise's construction of high level talented person troops. The article proposed that, in order to build up World First-class Petroleum Enterprise and to participate international competition, this petroleum enterprise need further enrich the talented person troops, particularly the high level specialized technology talented person and managerial talent. The construction of the enterprise's talented person troop should cater to the enterprise developmental strategy, establish a serious of cultivatable planes of the enterprise high level talented person, and set up three troops: first, building up an internationalization talented person troop cooperating with the enterprise's the strategy of "goes out"; second, establishing the technology innovation talented person troop; third, setting up the enterprise's managerial talent troop. Meanwhile, the enterprise can adopt complex-boundary of enterprises and university mode, continuing education mode, education methods in accordance with one ability mode, etc., to greatly enrich the cultivating mode of qualified personnel, also a culture which includes tolerance and competition and a policy of attraction on talent personnel, to support cultivation of high level talented personnel.As far as an enterprise is concerned, to cultivate high level qualified staff is a high rewarding investment,it's also indispensable and beneficial for the aim realization and value increase. Along with the speeding up of Knowledge Economy, the cultivation of the enterprise's high level talented person will be able to have a bigger development, and the government will pay more attention and invest more too. In view of this, we believed that this petroleum enterprise should treat the cultivation of the enterprise's high level talented person as a key factor which is related to the realization of the enterprise's developmental strategy.
