Counselor system is the characteristic of the socialist university.The trend of strengthening the counselors staff construction is inevasible for college to be transformed from personnel management to human resource management.And the way of effective selection and staffing of Counselor is the primary concern in the process.Based on the previous researches,the paper constructs the counselor competency model and verifies them,on the ground of college administration.And the study carry out the applied research,with the analysis of effect issue on in-basket based on competency model.First,the research with the analysis of the materials comes from the result of the 24 excellent on-duty counselors and student work experts interviewed by BEI, followed by the extraction of 3 categories competency included service& management skill,service& management quality and self growth.After the pretest, the scale developed on this construct revised specially tested 205 full time counselors belong to 5 college of sichuan.With the skill of structural equation modeling,the competency model has been constructed,and it found that the service& management skill,service& management quality both have a 2 order factor. Moreover, service& management skill,service& management quality and self growth are significance correlated,and can be converged with an high order competency factor, which verify the composite construct of competency.Later,with the development of counselor performance self-report scale, including four dimensions:task performance,interpersonal facilitation, job dedication and adaptive performance, it found that the competency has a predicted effect of .772 on performance,which confirms the performance-oriented of competency under the ground of college administration.Further,by the idea of trait-activation potential , in-basket validity and competency, the paper developed the in-basket test with the materials of BEI. After the test with 58 counselors,multi-assessor processed with new score table,its result showed that the range of ICC is from.64 to .98,median reliability is.78,overall reliability is .94 ; the agreement index of the dimension internality is between.53~.77, overall reliability is .81; and plan and organization,communication and coordination, service awareness, problem solving belong to a 2 order composite competency can all be captured by in-basket, and in-basket situation competency model surpass the dimension competency model when the situation designated considerated, which verify the index of competency could be tested.Two theoretical implications of this study were discussed.Firstly,the adequate verification of the competency model on the factor structural,reliability,validity showed that the competency can be a tool for the decision of counselor human resource.It discussed the evaluation of counselors performance also. Secondly,it constructed the four dimensions work performance to counselor,which can be a theory structure on the counselor's performance appraisal;Last,it is focused on the validity of in-basket application to counselors, which boost the application of in-basket test on the selection,train and development and so on.It enriches the theory of human resource assessment & testing.The practical implications and directions for future research were also provided.
