Human capital, value embodiment of human resource, refers to the integration of acquired knowledge, technology, and health factors that exist in every person of the population group in a country or region. Human capital is the key factor of promoting economic growth, changing the economic growth mode, optimizing the allocation of resources and coordinating regional economic development in relative poor areas.Following Yangtze River Delta and Pearl River Delta, Beijing-Tianjin-Hebei Region is the third largest economic growth engine of China and is the most modernized city cluster of high industry intensity. However, compared with Yangtze River Delta and Pearl River Delta, Beijing-Tianjin-Hebei Region lags behind in the sense of regional economic balance and regional economic integration. The main reason lies in the factor of human capital disparity. Therefore, it is important to give a deep analysis into the region's human capital disparity and its impacts to the region's economy. Then, the human capital development strategy can be brought out to facilitate the health growth of the region's economy.From the angle of Beijing-Tianjin-Hebei Region's human capital disparity, using the research methodology of empirical study, its impacts on the region's economic growth and economic disparity has been clearly elaborated and summarized, based on which, coming the human capital development strategyThe thesis is divided into seven parts. In the first part, the research background, meaning, content, main innovation, framework, and related concepts were introduced; in the second part, the human capital theory, concepts, measurement methods and the types of human capital investment are elaborated; in the third part, the theory of coordinated regional economy development is introduced. Also, the general impacts of human capital to the regional economy development are explored. In the fourth part, the cause of human capital disparity in the region is studied by analyzing the status of the region's human capital; In the fifth part, the mechanism of how the existent human capital affecting the economic growth and the impacts of the human capital disparity to the region's economy are studied; in the sixth part, according to the region's development plan and the previous findings, the human capital development strategy is brought out. Finally, this paper's main points were reviewed.
